Tactic 1: The 1099 “continuity of operations” invoice Your agency can’t pay you, but your agency’s SUPPORT CONTRACTOR still has active funding. Offer to do the exact same job you’re already doing — but now on their payroll. Average rate: $120–$180/hr. They bill the government $250+/hr and pocket the difference.
